Overview
The Recruitment and Retention into Care program is
a national training program designed to develop, improve and expand
comprehensive services targeting communities severely impacted by HIV/AIDS.
With challenges growing everyday of maximizing services to communities most
impacted, there is need to diversify service delivery strategies. The recent
global recession has had its impact on the AIDS community, with many states
slashing or completely cutting off funding to agencies. Agencies can no longer
have the luxury of working independently. There is a need to network and
maximize resources. At the same time, agencies need to quickly grasp the
emerging trends in HIV/AIDS among the most vulnerable communities.
Therefore,
the goal of this program is to improve access, quality of care and coordination
of health care services for people living with HIV/AIDS who are multiply
diagnosed, located in or around rural areas, and/or racial ethnic minorities
who are collectively categorized as hard-to-reach high-risk populations. The
training underscores barriers and strategies for service providers to
effectively respond to the needs of the target populations, which include:

Diagnosed Persons with HIV: People who are doubly or triply diagnosed (HIV/AIDS,
alcohol and other drug addiction, mental health and/or homelessness) make up a
larger segment of persons with needs and are often the most difficult to
recruit and retain into care.
Persons
with HIV living or working in marginalized areas including the rural setting:
As the epidemic continues to spread across the nation, there are significant
challenges in bringing appropriate care to persons with HIV in rural areas of
the U.S.
Racial/ethnic
minorities and high risk populations with HIV: HIV/AIDS continues to have a
devastating impact on underserved racial/ethnic minority populations and
subpopulations in the U.S.
